Abstract

This study examines the construction of a religious agenda in KJTV Jember’s Kilau Ramadhan program by using agenda-setting to analyze the media agenda rather than claiming effects on the public agenda. It focuses on agenda-building, the hierarchy of religious issues, attribute salience, and the packaging and distribution of content across local television and YouTube. A qualitative case-study design was employed. Data were collected through non-participant observation of four 2025 Kilau Ramadhan episodes, semi-structured interviews with the producer/creative team and a content consultant, and program documents. The data were analyzed through condensation, display, and conclusion drawing, supported by thematic coding of editorial processes, issue salience, message attributes, authoritative figures, and distribution strategies. The findings show that the religious agenda was constructed through a combination of internal editorial meetings and external substantive consultation. The virtues of tarawih prayer were established as a serialized primary agenda, while filial piety, practical rulings on latecomers in congregational prayer, avoidance of major sins, and afterlife spirituality functioned as secondary agendas. At the attribute level, the program emphasized reward and salvation, socio-religious ethics, practical worship guidance, and the authority of preachers selected for moderate and accessible delivery. Messages were packaged in approximately ten-minute episodes scheduled before iftar, supplemented by question-and-answer segments and cross-platform distribution. The study argues that Kilau Ramadhan’s main contribution lies in constructing a contextual local religious media agenda. Because it does not measure salience transfer to audiences, claims regarding public agenda effects require separate audience-based research.
